To define the properties of a stockpile you should edit that stockpile from the Scenarios tab. Note that in the Scenarios tab you will only be able to edit stockpiles that are assigned to the scenario that you are looking at. Click Stockpiles in the tree, click the stockpile name on the right pane of the window, then click the Edit button. The stockpile properties will be displayed on the right pane of the tab:
